For most of the classes yes but for some no! For example the best staff in the game is Lyrium Infused staff from the Descent DLC. Eh, I still think the Staff of Corruption schematic from the Black Emporium is the best staff in the game. Just an absolutely huge attack bonus you can give it, and 1% of attack is worth 2 willpower or magic for damage.
There are a few others you can get from finishing main quests or killing dragons that outpace it, and some DLC-only items that are much more powerful. It's a nice staff you can get fairly early. For my money the best non-crafted staff in the base game is Purity's Light, available in Suledin Keep.It has some 2 of the best offense spells. First up is energy barrage.
