It should sort of snap into place and stay there. Up for most 3 point work, down is mostly for plowing. The other knob is the flow control. It adjusts the speed that your 3 point raises. On my tractor, when the draft control lever (inner lever) is in the full up position, the lift is in the full up position, and the position control lever has no affect. See attached diagram.
