Max TH was 10 and everyone was using some kind of barch (maybe with giants and gobs like me) usually to farm since other troops took so long to train and were expensive. Those mortars would wreck your archers and barbs and it was painful. The D-tier Super Troops struggle to find meaningful roles within the current Clash of Clans meta. At th12-14s where super wiz can be made (and what the OP is using for this tier list) there are no current meta war attacks using bowlers (except for maybe pekkabobat at th12 which is still vastly inferior to the same attack with super wiz instead of bowlers).
